Kremlin official Kirill Dmitriev, known for his close ties to Vladimir Putin and controversial reputation, is playing a significant role in U.S. negotiations to resolve the conflict in Ukraine. Recent reports indicate that the Trump administration engaged in talks with Dmitriev last month to devise a plan aimed at ending the ongoing conflict in Ukraine.
The meeting, which occurred in Miami in late October, involved key figures such as special envoy Steve Witkoff, Jared Kushner (son-in-law of Donald Trump), and Dmitriev, who heads the Russian Direct Investment Fund (RDIF). Despite being previously labeled a “Russian propagandist” by U.S. Treasury Secretary Scott Bessent, Dmitriev is now actively participating in diplomatic efforts.
Born in Kyiv under the Soviet Union, Dmitriev, 50, is a Moscow businessman with a Western education background, having obtained a bachelor’s degree in economics from Stanford University and an MBA from Harvard Business School. His career path includes roles at prestigious firms like Goldman Sachs and McKinsey & Company before transitioning to leadership positions in Russia and Ukraine, ultimately heading the RDIF since 2011.
Dmitriev’s relationship with Putin dates back to around 2000, with personal connections influencing his inclusion in Putin’s inner circle. Despite facing sanctions in 2022 due to Russia’s invasion of Ukraine, Dmitriev’s role as a trusted envoy for economic and investment cooperation underlines his significance in U.S.-Russia relations. Putin appointed him as a special envoy for international economic and investment cooperation in February.
The sanctions imposed on Dmitriev and RDIF by the U.S. government restrict business engagements with American entities. Notably, Dmitriev’s ability to navigate diplomatic channels and engage with Western governments has raised concerns within the intelligence community. Furthermore, the peace plan proposed by Dmitriev has drawn criticism from Democratic lawmakers in the U.S., who view it as favoring Russian interests over Ukrainian sovereignty.
Referred to as the “Trump whisperer” by media outlets, Dmitriev has been involved in efforts to improve U.S.-Russia relations, including discussions with Trump administration officials. While his interactions with influential figures like Erik Prince and Jared Kushner have been scrutinized, Dmitriev’s role as a messenger facilitating dialogue between the two nations is viewed as pivotal.
