The Conservative sub-amendment on the budget faced opposition from the Liberals, Bloc Québécois, and NDP, preventing the possibility of triggering a new election. The sub-amendment, aimed at countering a Bloc Québécois proposal urging the rejection of the budget, was deemed a matter of confidence by the government. Losing a confidence vote typically leads to a federal election. Despite concerns, Thursday’s vote was not expected to prompt an early election, as the interim NDP Leader confirmed that all seven New Democrat MPs would oppose the Conservative sub-amendment.

The outcome of Thursday’s vote does not necessarily indicate unanimous support for the budget from all Bloc or NDP MPs, as the final budget vote is scheduled later this month after a one-week recess for Remembrance Day. Bloc Leader Yves-François Blanchet proposed rejecting the budget due to insufficient alignment with the party’s demands, prompting the Conservative sub-amendment suggesting condemnation of the budget for not meeting Conservative expectations. The Bloc rejected the Conservative wording, maintaining their stance against it.

The Liberal government introduced the budget, which includes substantial new spending to mitigate the impact of U.S. tariffs on the economy, alongside planned cuts to the public service to generate significant savings. Poilievre’s failure to propose an amendment to the budget after his speech allowed Blanchet to present the main amendment, deviating from the traditional process where the Official Opposition leader typically amends the budget before the third party adds a sub-amendment. Despite this procedural hiccup, it is unlikely to significantly affect the budget’s final outcome or the government’s stability.
