Conservative and Bloc Members of Parliament (MPs) are urging the House of Commons public safety committee to hold an urgent meeting to investigate allegations of espionage involving a former Canadian intern who was arrested by Belgian authorities on suspicion of engaging in espionage activities.
Expressing deep concerns, Conservative MP Frank Caputo emphasized the need for Parliament to scrutinize Canada’s national security screening procedures in light of the serious allegations. Caputo stressed the importance of assessing any potential gaps in the security screening system that could have jeopardized sensitive information or posed security risks to Canada and its allies.
The intern in question, Biwei Zhang, previously served as an intern at NATO’s Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium. While Belgian officials did not disclose her identity, a CBC News investigation identified Zhang as a systems engineer with an economics background. Zhang’s online resume indicates past employment with the Canadian Space Agency and Statistics Canada.
Reports from security sources in Europe, including Reuters, suggest that the intern displayed suspicious behavior that attracted the attention of NATO’s internal security services. Allegations include Zhang’s excessive curiosity about colleagues, unauthorized entry into restricted areas, and accessing files beyond her assigned responsibilities within SHAPE’s IT Department.
Zhang is currently detained by Belgian security authorities, with charges against her yet to be substantiated in court.
In response to the situation, Caputo announced that the committee would delve into how Zhang secured the internship at NATO, the extent of security screenings conducted prior to her appointment, any concerns raised by Canadian or allied officials, and the adequacy of monitoring practices.
Public Safety Minister Gary Anandasangaree has pledged to investigate Canada’s security screening processes to uncover any possible connections Zhang may have had with Canadian agencies. Anandasangaree emphasized the necessity of understanding the incident fully and preventing similar occurrences in the future.
Prime Minister Mark Carney previously indicated that Canadian security officials were not caught off guard by the arrest, underscoring the importance of addressing any lapses in security measures. The case has sparked widespread concerns about the effectiveness of Canada’s security screening protocols.
