A recent report by Alberta’s auditor general has revealed the provincial government’s failed attempt to privatize community lab services, resulting in significant expenditures to acquire a private company. The report, released on Wednesday, highlights the lack of proper due diligence by the provincial health ministry and Alberta Health Services in their 2022 contract with DynaLife to take over lab services for the entire province.
Various challenges were encountered during the investigation, including lack of cooperation from key officials, obstruction of information by AHS and the province, and the destruction of sought-after evidence. The report notes that minimal records were kept of crucial discussions, and neither AHS nor the department followed their own processes to prepare a business case for outsourcing lab services. Despite claims of cost savings, the DynaLife contract was terminated less than a year later due to service delivery issues and financial problems.
The report also highlights that between 2013 and 2023, Alberta taxpayers incurred $125 million in incremental costs for unsuccessful laboratory procurements. The province eventually purchased DynaLife in 2023 for nearly $100 million and integrated it into Alberta Precision Laboratories. It was revealed that the estimated savings from outsourcing to DynaLife were later found to be overstated, with actual savings likely attributed to having a single organization delivering all services rather than outsourcing to a private provider.
The report emphasizes the lack of proper record-keeping and accountability, with concerns raised about the destruction of evidence and restricted access to information. Despite the challenges faced during the investigation, the government maintains that it cooperated fully with the auditor general’s inquiry. The report underscores the significant taxpayer dollars spent on unsuccessful lab procurements, indicating that the decision to privatize community lab services may have been ideological rather than based on sound financial reasoning.
