The conduct of the U.S. ambassador to Canada has stirred discontent among many Canadians. A House of Commons petition, signed by over 225,000 individuals, calls for the declaration of Pete Hoekstra as persona non grata, a rare diplomatic measure to expel an ambassador. Former Canadian diplomat Jeremy Kinsman, who served in key roles including ambassador to Moscow, London, and the EU, believes Hoekstra’s actions do not typically warrant such a severe response. Kinsman emphasizes the importance of separating the message from the messenger in diplomacy, criticizing Hoekstra for delivering an unwelcome message in an undiplomatic manner.

The U.S. Embassy has refrained from commenting on the petition, while some American career diplomats, like John Dinkelman, express dismay at the state of affairs under the Trump administration. Dinkelman stresses that diplomacy involves persuading foreign counterparts through logic and mutual benefit, rather than needlessly antagonizing host countries. The trend of appointing controversial or unqualified ambassadors is not unique to Canada, as seen in other countries like Iceland and Chile.

The absence of U.S. ambassadors in key diplomatic posts is also a concern, with approximately half of ambassadorial positions worldwide currently vacant. This shortage has led to a greater reliance on special envoys, such as Jared Kushner and Steve Witkoff, to handle critical foreign policy negotiations. This shift has sidelined experienced diplomats and raised concerns about transparency and diplomatic protocol in decision-making processes.
