A recent launch in Thunder Bay, Ontario introduced a novel information system aimed at enhancing the monitoring of individuals facing homelessness and the services they utilize by social service organizations.

The Thunder Bay District Social Services Administration Board (TBDSSAB) spearheads the Homeless Service System Data Tool (HSSDT). This innovative tool, with clients’ consent, consolidates data from various service providers, enabling staff to access a comprehensive overview of the individuals receiving support, the involved service providers, and their progress in one centralized platform, as per TBDSSAB’s news release.

The system incorporates data such as the city’s list of homeless individuals, case management records, and details on available capacity within emergency shelters and transitional housing facilities. Aaron Park, TBDSSAB’s manager of housing and homelessness programs, emphasized that personnel from different organizations can access identical information on each individual seamlessly through the system, eliminating the need for repetitive intake procedures.

Park revealed that over 1,000 individuals engaged with homelessness services in the past six months. This figure starkly contrasts with the city’s point-in-time count last fall, which tallied just over 550 homeless individuals within a 24-hour span.

The HSSDT is anticipated to furnish service providers with real-time, precise data, offering a comprehensive depiction of homelessness at both macro and micro levels across the district. Furthermore, it aims to streamline the board’s compliance with provincial reporting obligations to ensure continued funding under Ontario’s Homelessness Prevention Program.

All organizations receiving funding for emergency shelters and transitional housing from TBDSSAB must utilize this centralized database. The board envisions extending the tool’s implementation throughout the service sector, irrespective of funding relationships, as part of its long-term strategy to bolster community organizations.

The development of the HSSDT was overseen by Clark Communications, incorporating feedback from TBDSSAB staff and emergency shelter system personnel. Ken Ranta, TBDSSAB’s CEO, highlighted the tool’s ability to enhance decision-making through reliable data that informs client care and system trends.

In a news release, Brendan Carlin, Shelter House’s executive director, acknowledged the significance of data tracking while commending TBDSSAB’s collaborative efforts to create a user-friendly and robust tool, easing the data collection burden on staff.
